In theory, hunger and poverty in the developing world can be solved easily. The problem is not a technical one. It's that it is not in the interest of the developed nations to do so.

I believe the two approaches with the greatest probability of long-term success are:

Education has been shown to be an effective cure for the HIV pandemic.
Empowering women:
Research done by the Grameen Bank has shown that women are more likely than men to invest their loans wisely and repay them eventually.
